Update: SEIU Clerical Negotiation Session 10

The University and SEIU met for a full day of bargaining that lasted over 13 hours, concluding around 11:15 p.m. This is the fourth session with federal mediator Stephen George. The University began the session by tendering a comprehensive counterproposal on non-economic issues for Articles 3 Negotiations and Exclusive Representation), 5 (Benefits), 7 (Work Rules and Conditions), 9 (Discipline), 10 (Grievance Procedure), 11 (Seniority),15 (Dues Deduction) and 16 (No Strike - No Lockout). The parties agreed to and finalized each Article and expect to receive TAs for each tomorrow. A great deal of time was spent working on SEIU’s outsourcing proposal, which is a new proposal that would require the University to negotiate with SEIU before entering into sub-contracting or other third-party agreements. As of today’s session all non-economics are closed.
The parties then exchanged 5-year term economic proposals and used much of the remaining session to discuss the bases for their proposals and make further exchanges. SEIU currently sits at 5%, 3%, 4%, 4% and 3%. UIC countered last at CWP (2%), CWP (currently 0%), 1% or CWP, 1% or CWP, 1% or CWP and if CWP is less than 1% then a wage reopener. SEIU also seeks newly created annual “step” increases as well as the expansion of existing and creation of new pay differentials and premiums. SEIU also confirmed that its members will be striking on Monday, September 14, 2020 at 6:00 a.m. if an agreement is not reached.
